|  | | Magsaysay Training Center (MTC) held the graduation ceremony for the ninth batch of trainees under the Carnival Maritime Security Training Program last August 17 at the Magsaysay Institute of Shipping in Dasmarinas, Cavite. The batch had a total of 24 ship security personnel from Carnival Cruise Line, Carnival UK, AIDA Cruises, Costa Cruises, and Princess Cruises. The Security Officer Training Program Tier I was conducted by Carnival Corporation’s Edwin Medina, Maritime Security Manager, and Instructors, George Ferrer and Carlos Garcia Jr. The training program is in line with the Memorandum of Agreement between Magsaysay and Carnival Corporation signed last November 2014. The program addresses the training requirements of newly hired and existing security personnel serving onboard cruise ships owned and operated by the Carnival Corporation. The 2-week program covered theories and practical exercises on the applicable provisions of the mandatory requirements of ISPS Code, SOLAS 74, as amended, and of the STCW Convention, 2010 Manila Amendments, also taking into account the recommendations prescribed in the IMO Model Course 3.26, Security Training for Seafarers with Designated Security Duties (2012 edition) and IMO Model Course 3.27, Security Awareness Training for All Seafarers (2012 edition).

The PFSO course meets the requirement of the Department of Transportation-Office for Transportation Security (DOTr-OTS) specifications in accordance to the International Ship and Port Facility Security Code requirements. Attended by fifteen (15) participants from the Petron Corporation and San Miguel Corporation Subsidiaries, the 4-day intensive training provided the pilot class with practical knowledge on maritime security policy and responsibilities, port facility security/assessment and on-scene inspections in order to develop and implement security plan and actions. After the training, successful candidates received a certificate approved by the DOTr-OTS.
MLRI is officially accredited by the DOTr-OTS to deliver maritime security (MARSEC) courses including Security Awareness Training for Port Facility Personnel with or without Designated Security Duties and PFSO Course.

The accreditation authorized MLRI to deliver certified MARSEC courses including Security Awareness Training for Port Facility Personnel with Designated Security Duties, Security Awareness Training for Port Facility Personnel without Designated Security Duties and Port Facility Security Officers’ Course. These courses aim to equip personnel, port security officers and port facility security officers with requisite training standards and appropriate skills to conduct security assessment, develop and implement security plan, and forestall circumvention of security measures.
This is MLRI's response to current maritime security challenges and to ensure that highly trained individuals in risk management are employed in the industry. The accreditation from DOTr-OTS is an important achievement, allowing MLRI to uphold the same high standards of maritime security training.

During the training, the attendees will be taught about valuable public speaking skills, including in-depth information on developing an engaging program and delivering a presentation with confidence, humor and power. Also, this program will teach the attendees to overcome stage fright.
The course was facilitated by Dr. Jose M. Mordeno, Jr., founder of SpeechPower together with other SpeechPower faculties.
The course has its 5 modules and at the end of the module, there is an exercise wherein the participants are encouraged to critique one another based on a customized critique sheet that covers the SpeechPower 4V’s of Communication namely ”Vocal, Verbal, Visual and Values”.
A Certificate of Completion was given to the participants at the end of the program.

The students were accompanied by 4 faculties from their school during their 8-day training here in Manila. They were all housed at the Magcoop house until they finished the course.
Basic Training is also part of their school curriculum and also one of their requirements for graduation.
